Board responsibilities and membership

The Children Act 2004 required each local authority to establish a Local Safeguarding Children Board (LSCB)

Members and Chair

Kent Safeguarding Children Board's Independent Chair is Gill Rigg. The Board sets the performance, policy and strategic priorities for KSCB. It is responsible for ensuring that statutory requirements are met and resources are in place to meet these. Its membership comprises of senior representatives from all agencies responsible for child protection arrangements in Kent, including:

  • Kent County Council
  • Kent Police
  • National Probation Service
  • Kent, Surrey and Sussex Community Rehabilitation Companies
  • NHS England (Kent and Medway)
  • Kent Clinical Commissioning Groups
  • Kent Community Health Trust
  • CAFCASS
  • CXK Ltd
  • Voluntary and Community Sector Forum Representative
  • District Council Representative
  • Lay Members


Board objectives

  • to co-ordinate what is undertaken by each person or body represented on the KSCB for the purposes of safeguarding and promoting the welfare of children in the area of the Authority; and
  • to ensure the effectiveness of what is undertaken by each person or body for that purpose.
  • to challenge partner agencies' arrangements to safeguard children and to accept challenges to their own agency.
